Yep. Reid can permit 7 more endangered Democrats vote "no" and still pass it.
That is assuming that they can prop up Grand Kleagle Byrd long enough to count him as a "yes" vote. (If not, then Reid can only let 6 more Democrats vote "no").
Reid is probably seriously considering whether he can improve his chances of getting re-elected by voting "no".
If Reid can line up 50 Democrat Senators who are not running losing campaigns to get re-elected this year then he may pull a Nelson.

Byrd wrote the rule on reconciliation back in the 70’s. It was for reconciling budgetary issues between house and senate. Before he became so ill and out of touch, Byrd made it clear he will adamantly OPPOSE every attempt to use reconciliation for major, non-budgetary issues. Byrd is the strongest vote AGAINST this in the Senate on either side.
