Local Republicans picked Tim Burns for the special election because he's a local who they think has a better chance at winning the seat, whereas Russell moved into the district to defeat Murtha, who is now deceased.
It's completely disingenuous to equate this with NY-23.
Regardless, conservatives should turn out for Tim Burns, a local businessman who got into politics with the Tea Party movement, to defeat Democrat nomineee Mark Critz, Murtha's district director. Then vote for Burns or Russell in the primary.
