I believe he is refering to them voting while still imprisoned.
I could be wrong though.
A captive voting block is a beautiful thing if you think you can get them to vote your way.
So far I believe only Maine and Vermont allow voting in prisons.
I’m not so sure of that; but, some felons, once released, may not vote. I think Gordon Liddy is one of them. He lives in a state that does not permit him to vote but he could move to another state which permits former incarcerated felons to vote.
Maybe, but I heard him and I didn’t understand it that way but I was also doing some computer work so I might not have heard correctly.
