Why would you sever it when you can just unscrew it? When you unscrew the line from a propane tank you remove the pin that opens a safety valve. A properly operating propane tank will not spill or leak when the hose is removed. If you slit the line it could probably spill and create a terrible hazard, especially in a confined space. Propane is heavier than air and does not disperse quickly, even outdoors.
