Se considera que este es el primer gran cambio de fondo de su presidencia, que mediante esta nueva norma extiende la cobertura médica a unos 32 millones de estadounidenses para el 2019, y además pretende reducir los costos del cuidado de salud e impone más exigencias a las aseguradoras.
