Trial: abuse expert says Scouts put boys at risk

PORTLAND, Ore. (AP) -- The Boy Scouts of America showed reckless indifference to protecting young Scouts when it kept confidential two decades worth of files on suspected molesters among its troop leaders, a psychologist testified Wednesday as part of a $14 million lawsuit against the organization.

Despite creating a remarkably in-depth file about sexual abusers, the Boy Scouts failed to warn parents or tell authorities about suspected or confessed pedophiles, said Gary Schoener, a national expert and consultant on sexual misconduct in the clergy, health care and other segments of society.

The Boy Scouts must be destroyed. They are unAmerican according to the judiciary. They are a bad influence on our children. They must be replaced by community organizers like the Crips and Bloods to help guide our children. Once they denounce God and allow homosexual scout masters they will become acceptable. They are going after the deep pockets. The BSA could not make the files public because some of the names had never been convicted.

Some years ago, when the Supreme Court decided that the Boy Scouts did, in fact, have a right to determine who should be leaders of the troops, the left dammed the organization to hell, called them homophobic, convinced some charity groups to stop funding them, kicked them out of buildings they had used for years, etc. etc.

And now they are being demonized because they kept files on sex offenders to make an attempt to keep these offenders from becoming leaders in other troops.

Now THAT was funny. I’m laughing, and I have three in scouts.

I’m picturing the scoutmaster making that announcement at the next troop meeting: “OK, scouts, we have a new merit badge...”

Charges are with merit against the molester. They are blaming the Boy Scouts for having a naughty list. The state thinks it is wrong to have a list and wrong to not release it.

Yeah, I know.

I agree with your statements. Further, if the Scout leadership had identified potential perverts they could have been opened to litigation.

I have been an Asst. Scoutmaster for about 10 years now and the BSA works very hard to protect the Scouts from potential abuse.

To achieve the first rank, each Scout has to go over a pamphlet with their parents regarding sexual abuse. The parent cover the material at what ever level they are comfortable with but the message is clear. And they must sign it.

When I joined as a Scouter (adult), I had to have a FBI finger print screen, which would have shown any prior problems.

Scouting has a “two deep” policy. Two adults must always be within eye or ear shot when dealing with Scouts. Basically, an adult leader is NEVER supposed to be alone with a Scout.
Adults take this requirement VERY seriously in my troop. It is for the Scouts safety and mine too. Honestly, my life could be destroyed by a false accusation from a Scout.

If the above was not adhered to, then something broke down.

I will need to research Gary Schoener before I read any of his work.

I have developed a healthy suspicion of those that investigate well established churches and service organizations since Bernie Ward.

Ward, "Lion of the Left", similarly trashed the Catholic Clergy and Church while exonerating and promoting gays and anarchists.

Anti capital punishment and cleverly pro abortion, Ward was finally caught out as a life long pervert, pedophile, and child porn enthusiast, and is currently serving seven years in Federal prison for his crimes.

Turns out that Ward persecuted the Catholic Church because the Church refused to protect him and give him access to children when he was a member of the Catholic Clergy. He "resigned" and suddenly became anti Catholic.

While the Church is not without fault, in Ward's case, they acted properly, and were targeted for it. The Boy Scouts have been similarly targeted, which raises my suspicions.

Typically the left, ARE the monsters they accuse others of being.

And, the experts, I’m sure, will recommend allowing homosexual scoutmasters as a solution to the problem. It’s closeted homosexuality and homophobia that is resulting in molestation within the scouts.

Barriers to Abuse Within Scouting

The BSA has adopted the following policies to provide additional security for our members. These policies are primarily for the protection of our youth members; however, they also serve to protect our adult leaders from false accusations of abuse.

■Two-deep leadership.

Two registered adult leaders or one registered leader and a parent of a participant, or other adult, one of whom must be 21 years of age or older, are required on all trips and outings. The chartered organization is responsible for ensuring that sufficient leadership is provided for all activities.

■No one-on-one contact.

One-on-one contact between adults and youth members is not permitted. In situations that require personal conferences, such as a Scoutmaster's conference, the meeting is to be conducted in view of other adults and youths.

■Respect of privacy.

Adult leaders must respect the privacy of youth members in situations such as changing clothes and taking showers at camp, and intrude only to the extent that health and safety require. Adults must protect their own privacy in similar situations.

■Cameras, imaging, and digital devices.

While most campers and leaders use cameras and other imaging devices responsibly, it has become very easy to invade the privacy of individuals. It is inappropriate to use any device capable of recording or transmitting visual images in shower houses, restrooms, or other areas where privacy is expected by participants.

■Separate accommodations.

When camping, no youth is permitted to sleep in the tent of an adult other than his own parent or guardian. Councils are strongly encouraged to have separate shower and latrine facilities for females. When separate facilities are not available, separate times for male and female use should be scheduled and posted for showers.

■Proper preparation for high-adventure activities.

Activities with elements of risk should never be undertaken without proper preparation, equipment, clothing, supervision, and safety measures.

■No secret organizations.

The Boy Scouts of America does not recognize any secret organizations as part of its program. All aspects of the Scouting program are open to observation by parents and leaders.

■Appropriate attire.

Proper clothing for activities is required. For example, skinny-dipping is not appropriate as part of Scouting.

■Constructive discipline.

Discipline used in Scouting should be constructive and reflect Scouting's values. Corporal punishment is never permitted.

■Hazing prohibited. Physical hazing and initiations are prohibited and may not be included as part of any Scouting activity.

■Junior leader training and supervision.

Adult leaders must monitor and guide the leadership techniques used by junior leaders and ensure that BSA policies are followed.

■Member responsibilities.

All members of the Boy Scouts of America are expected to conduct themselves in accordance with the principles set forth in the Scout Oath and Law. Physical violence, hazing, bullying, theft, verbal insults, drugs, and alcohol have no place in the Scouting program and may result in the revocation of a Scout's membership in the unit.

■Unit responsibilities.

The head of the chartered organization or chartered organization representative and the local council must approve the registration of the unit's adult leader. Adult leaders of Scouting units are responsible for monitoring the behavior of youth members and interceding when necessary. Parents of youth members who misbehave should be informed and asked for assistance in dealing with it.

Thanks for the details, I was only trying to give the basics for those not familar with Scouting.

Scouts works VERY hard to protect eveybody as your post shows.

When I was an Asst SM back in the 70’s there was virtually no rules in place...it wasn't until about 1980(in response to a successful lawsuit about molestation in Portland[it always seems to be Portland])that notice was started being taken. I became active again in 1993 as Charter Org Rep and most of the rules we see now were in place. The past few years has seen some additional rules added. In my opinion, the BSA is on top of the problem now. And they certainly stand a head above all other volunteer groups on this issue. The fact that they were even keeping files in the 80’s proves to me that they were sincere in protecting the youth, but lacked a model to refer to...they had to make it up as they went along.

Let me get this straight: if they try to protect boys by preventing homosexuals from having access to young boys, they get slammed. Then, when they do allow access (as demanded) they are held liable.

There were no rules because queers knew better than to attack boys in such an organization—they would have been smashed to the ground like the filth they are. Queers continue to gain ground and are becoming more bold in their attempts to capture more boys in contemporary society. Keep in mind, ancient Rome allowed queers to own (aka adopt), sell, and use young boys for whatever purpose they desired.
