Yeah, but that article was from 2008 when 401k and IRA balances had taken a 40% hit, and the politicians were able to make it sound like they were doing it so altruistically to protect the public from the vagaries of the market.
Those balances have now rebounded dramatically, so their argument has lost a lot of its merit.
