Saudi Arabia is almost certainly one of the Persian Gulf nations...Which might be the other? Egypt allowed Israeli ships pass thru the Suez last year, so Egypt is at least tacitly on board, but they aren’t on the Persian Gulf... Oh, and WHO in Washington “gave ther blessing” to these exercises? Barack? Not very freakin’ likely...
