That would be a huge change in policing policy in nearly every state. Ask women that have been threatened by their husband or boyfriend, unless they are rich and famous, NOTHING is done until an overt act happens....and rightly so. Crime cannot be expressed by words, that way leads to tyranny. The laws must be enforced ONLY after a direct act. IMO, that includes threats against high govt officials, and in threats against the govt itself. Some of the worst laws are those posted in the Dept of licensing, or Post Office, stating that intimidating language used against govt officials....including idiot clerks...is a felony.
And they launch presidential campaigns in their living rooms, and never disown them no matter what they've done.

I remember the spiking of trees because I was working for a company that manufactured high end saw blades for mills and our customers were going out of business because loggers were dying from the chainsaws hitting the spikes and so the lumber stopped rolling into the mills. So not only did the leftists kill loggers they drove many of them out of business...and all the businesses associated with lumber. Towns were thrown into economic ruin that some haven't ever recovered from...I know, I've visited some of them.
