When Bush tried very modestly to try to reform Social Security, he was demonized by the Democrats: scoffed at, and called stupid. So the Republicans stopped. When Obama proposed his National Health care, he was demonized by the Republicans: scoffed at, and called stupid, but he did not stop.
Republicans are at their best, on the sidelines, complaining about what the Democrats are doing, instead of actually getting things done.

Policy makers at all levels of government will cut large percentages of worthless positions (regulators, domestic violence activists, public schools, all)...after the defaults. The forces of sovereign debt crises are the only way to small government again.
