What is the future role of the U.S. PHSCC now that government is more heavily involved in health care, with rules, mandates, funding, restrictions, etc.?

The bill refers to a national emergency. What is the current role of the current Public Health Service Commissioned Corps? Does it have a role in national emergencies? (Probably) Does Section 5210 change this role? If citizens are non-compliant with Obamacare demands, does this constitute a national emergency?
You are probably right. On the other hand, a domestic security force has to have its beginnings somewhere. Or in a variety of places.
