We have our Armed Forces for overseas, we have the National Guard and the coast Guard for domestic/We have FEMA. Each state has Troopers, Sheriffs and police Depts.

We have the Red Cross.

For what purpose do we need another layer - and would they have jurisdiction over our current forces/organization? It doesn't say...but here's a warm up exercise...altho’ I suspect it won't be, in the future, for people rioting to GET the shots - but to NOT be forced too. (The powers that be have invested big money in the pharma vaccines (Obama reportedly invested $50,000 in H1N1...and they cried “fire” in the crowded theater to get everyone to take it - even flew some mandate trial balloons.
