Study any classical counterinsurgency situation and note that the initial military response noremally fails until twinned or supplanted by a wiser one designed to address the underlying causes of the issue wthout aiding recruitment. The Battle of Algiers is a nice film which illustrates the point - there's a reason it's compulsory viewing at West Point and Sandhurst.

And when the underlying causes of the issue aren’t even discussed? The “underlying causes” of the Israeli-Arab issue are Arab genocidal intentions towards non-Muslims (starting with the Jews) and the belief that Islam should dominate the globe (starting in the Mideast). Yet, it’s concealed with phrases like “land for peace” and “two-state solution”. What is your plan to address that without aiding recruitment.
