The new U.S.-Russian arms control treaty is a much better deal for Russia than its predecessor, but Moscow reserves the right to withdraw from it if a planned U.S. missile defense system grows into a threat, Russia's foreign minister said Tuesday.

Sergey Lavrov said Russia will issue a statement outlining the terms for such a withdrawal after President Barack Obama and Russian President Dmitry Medvedev sign the treaty Thursday in Prague.Thank goodness this will get the same careful attention that the health care bill did.

Don’t treaties have to be ratified in the Senate? According to "customary international law" per the Vienna Convention on the Law of Treaties, a nation agrees to abide by the treaty terms on signature alone. The USA never ratified that treaty, but has abided by its terms ever since it went into force. Hence George Bush's "unsigning" of the ICC Treaty.

Well, Obama has not exactly proved he is a man of his word. Anyone looking at his record would be crazy to trust him, and the Russians are many things, but crazy isn’t one of them.
