I think you are ON to something... he puts out notice that we will NOT retaliate with nukes, which sets us up for a Pearl Harbor style attack. He has ordered Muslims traveling scrutiny to be reduced, he wants to put the terrorists on trial in New York... -the only logical conclusion to all this is:
He, (or his handlers)... are looking to get us into a war! -Perhaps a false flag operation?
It's the perfect setup to put us into Martial law... and postpone elections. It IS a distinct possibility.
WHY else would any *sane* President announce beforehand that they would not retaliate?

WHY else would any *sane* President announce beforehand that they would not retaliate? If I recall correctly, George McGovern made the same announcement while campaigning for President in 1972.
If I also recall corrrectly, we've never had a President McGovern.
