One of the FIRST briefings a President ELECT is given is on the state of national security, current policy and expected status changes.
I call BS on this story as cover for President For Life, Barrack Hussein Odumbo as he tries to kiss and make up with the anti-American whackjobs in his base who are frustrated with no “public option” in the Odumbocare bill.

The Emperor says no nuke response to a large scale bio/chem/cyber attack on the US. Now we find out he thinks replying to a nuke attack by Russia or China, or both, is insane. We are so screwed.
There are USAF generals who can order retaliation without the alien president's say so. It's a doomsday option in case the command authority in Washington is destroyed. (OR in case our alien president decides to let the country be destroyed.)

America has planes called "Looking Glass" planes with the commanding general on board that has the "duty" for that week or month. These flying command posts have authority and capability to launch our silo based ICBMS if the command authority in Washington cannot or "refuses to respond". (Or if a the missile crew won't launch.) They used to fly 24/7 during the cold war days. Now, to save money, they are on standby alert, flying occasionally for training, alerts or some crisis.
