T-shirts don't get you high.

The police charged her with being on prescription drugs. I'm sure if there was weed on her or in the house, she would have been charged with that as well.

Actually, she was not charged for the prescription drugs but for “two counts of risk of injury to a minor and reckless endangerment “.

Since the mother came to the scene, and the incident did not happen at her house, I’m not sure the police would have probable cause to search the house (though if I were a judge the shirt would be enough for me). Dad probably had plenty of time to flush whatever drugs might be in the house before the child protective services folks come to investigate in a few days.
