Perhaps between now and the November elections, one of these interpretations will emerge as the true one. Buckley writes this because he is intellectually incapable of simply reading the bill and drawing a proper conclusion.
The man is definitely a member of the Whatever Generation. Which is to say, useless.

why not allow the Democrats to pass the bill and own the victoryand its consequences? Has Christopher ever made the right decision in his life? Abandoned Christianity, betrayed his father, betrayed his wife and children, endorsed Obama.

If I understand this right, he’s saying that since the Republicans can’t stop the bill, they shouldn’t fight it... for this is something the populace wants. Once it is passed, though, and everyone sees how bad it is, the Republicans can campaign on overturning it.
Instead of being tarred as tools of those “evil” bankers for fighting against it.
It has some logic to the argument... But it strikes me as sacrificing the nation for political gain. Or as Rahm Emmanuel stated, “Never let a crisis go to waste.”

Why stop there, Chris? Why not tell conservatives to just stay home on election day, so that Democrats will win big and then be able to pass all the fascist legislation they want? Because then, they’d be fully responsible for all of the consequences thereof.
That’ll learn ‘em.

Send me a postcard when you get there. Not necessarily a bad sentiment, but it doesn't match the situation. They're taking the COUNTRY "there" and ALL OF US WITH IT.
Furthermore, not only are they taking me for a ride, they expect me to pay for it.
With my money and my freedom.
No Way.
