While that indeed should be the case, understand that on the scale of things the feds get wound up about, post-’86 full-auto is very close to the top of the list. While some states are looking for a fight over sovereignty, they don’t want it to be _that_ fight.
Might as well heavily regulate everything if people can’t own full autos on the cheap.
