How the citizen's car came be on fire is an interesting, but omitted part of the story. No, it's a poorly written story.
The person that was sitting in the vehicle on fire was the perpetrator. The error in the story is referring to the vehicle as "his own car". It should have been "the car that he had previously stolen".
