The review by the state Office of the Inspector General was released on Tuesday.
It found the Oakland Private Industry Council, a nonprofit group that administered the money for the city, had used the funds for trips to a water park, repairs at a church, rent, bus passes, salaries and car allowances.
Auditors also complained they could not trace some of the funds because the industry council had designated them for expenses unrelated to the jobs program.
Oakland and the industry council defended the field trips and other expenses as legitimate.”
