The reward was for information leading to the arrest and conviction of the anthrax mailer. If you merely
guessed it was someone from Ft. Detrick, that wouldn't be enough to collect the reward.

Sorry Ed, I had better than that. I identified the document from which the addresses used by the perp were drawn. The FBI had only to check through the membership to see if anyone had any sort of affiliation with a biologist with the knowledge to grow his own anthrax.
The FBI knows that. They also know that their case against Dr. Ivins is not strong enough to give me the award.
