President Lee's gov finally admitted to SK media that he and his crew have been working on another inter-Korean summit a couple of days ago.
they said that, looking back, they sensed shift last Nov. when one NK patrol boat intrude into SK water and fired shots, which was met with a few thousands of rounds from SK navy. NK ship limped back to its base. Some report says that 10 NK crews died in that incident.
If that is the case, it might have been some kind of a test to see how much crap SK's new gov can put up with, and apparently it was not enough from Chia Head' point of view. NK clearly needed lots of aids with few strings attached. Sending back NK boat with so many holes in it is not reassuring to raise their hope, I guess.
Chia Head may go to China within a week or two. For now, I don't expect anything other than Chia Head turning more to China for extra aids, and China renewing their acquiescence in return for securing more mineral rights and access to NK sea ports.
