Apparently there is a law in North Carolina derived from British common law that uses this phrase, “in terror of the public.” There’s a brief discussion here:

Thanks, good info. I wonder how they determined his intent to terrorize others. The fact he had police strobes on his car does not prove he intended to pull people over.

This law “going armed to the terror of the public” has to involve not only a fire are but also a threatening demeanor.
