Ummm, no, a robber can't be a "victim". The person or people he tried to rob are victims, even if they ended up with not a scratch on them and not missing any of their property. If the robber got shot, he's just someone who got what he deserved, because he freely made a choice to do something that rendered him deserving of getting shot.

Omaha police have made one arrest in connection with a robbery Monday night at a Benson Walgreens in which one person was killed.

The suspect is identified as 17 year old Angelo Douglas of 3716 N. 24th. Police records indicate he was arrested for Robbery and use of a weapon to commit a felony.
The shooting happened just before 9pm at the Walgreen’s at 61st and NW Radial Highway.
Witnesses at the scene Monday night told Channel 6 News the person who was shot and who later died at the hospital was one of two robbers who had entered the store. The name of that person has not been released.
One witness at the scene said two armed men walked into the Walgreen’s. One of them had a shotgun and one of the customers ended up confronting him. The customer also had a gun. Another witness said they weren’t sure the shotgun was real.
The name of the third person, the man who may have shot the would-be robber, has not been released.
