They do? So, would Harry Reid or Nancy Pelosi be the COMMANDER IN CHIEF? Or is it one of those things where all 535 members of Congress takes turns? I don't know because when I walk through the various buildings on base, the top picture is POTUS.
And it's weird because these civilian dudes like SecDef and stuff are in the cabinet of POTUS.
Read the constitution. The president is the commander in chief, but Congress has power to REGULATE the military. It’s right in there under powers of Congress.
In other words, they have power to make and enforce US military REGULATIONS.
