Do the rest of the states get a vote on whether to admit Puerto Rico as a state or not? What if we don’t want them?
No but if you're a former resident of Puerto Rico and currently reside in any of the other states you do get to vote.

I’d extend that to every person with any ancestor who ever stayed overnight in Puerto Rico.
