If you read up on how the state of West Virginia was created, it at the minimum followed the letter of Art. 4, Sec 3. The division of the state was approved by the loyal "rump" legislature of Virginia, which had representatives in Congress and was recognized as the legitimate State legislature by Congress.
My vote is for New York, and Kalifornia to become their own COUNTRIES, and stop the tax drain for handouts to the illegals and welfare fourth-genration bunches. Include Detroit, Chicago, Philadelphia, Cleveland, and New Orleans, on CITIES that should be 3rd World Independent Countries, and see how far they get ON THEIR OWN!

November, Ulster County will go back red. All of it.
I’m still saddened that the Republican Party was asleep at the switch when this whole red state / blue state thing was cooked up. Red is the color of the left, not blue.
And I’ll make my yard a state as well, my wife and I along with the kids will easily represent our new state in Congress.

I don't know that is true. The phrase you quote seems to apply to the last clause in the sentence, regarding forming a new state from the parts of two or more states. I read the division clause to be an absolute prohibition. As I recall, this provision was added because the smaller states were afraid that the larger states would simply divide and overwhelm their Congressional representation.
It's not 100% clear, I agree.
