Did Not Say The Fog (Translated: Polish Prosecutors Look at WX Briefings, Data and Transmissions)

One of the hypotheses that the military prosecutor examines the reasons for establishing the presidential Tupolev crash near Smolensk, is a bad organization and security of flight, including abnormalities of the Polish and Russian ground staff. According to Rzeczpospolita prosecutors seized documents from the Centre for Hydrometeorology of the Armed Forces (CHSZ).

Who should warn pilots

Military Hydrometeorology Centre, which is responsible for informing the pilots about weather conditions, with poor visibility due to fog in the vicinity of the airport Smolensk-Siewiernyj learned just minutes before the crash (if we assume that the Tu-154 crashed into the ground in the chair. 8.41) - fixed " Rom.

Dispatch Synoptic Okecie Airport was alarming: "visibility in Smolensk to 500 meters, the sky invisible."

Meanwhile, the presidential Tupolev pilots from 96 people on board the last message of the weather conditions in Smolensk received just prior to departure from Okecie of 7.27. Came from the chair. 5.00 and - as it turned out - was long obsolete. She talked about the good visibility in Smolensk. There were no warning about having to come thick fog.

Another telegram arrived Polish after three hours. Approximately 8.25 meteorologist on duty Okecie Airport Okecie handed controller information from dispatch of civilian synoptic meteorological station in Smolensk, a very dense fog with visibility to half a kilometer. These data came from the chair. 8.00. Tu-154 for over half an hour he was in the air. But no one warned the pilots.

Who should do it? In addition to the Hydrometeorological Center of the Armed Forces also Air Operations Center (COP), which according to the instructions of the Head of Defense is responsible for overseeing the security of flights of aircraft designated as "Head" (the most important person in the Republic - the so-called. VIP).

Why not alarmed Tu-154 of the dramatically worsening conditions and ordered him not landing on the aerodrome?

This is not practice

The reason for the lack of procedures. For when the Polish services already knew about the bad weather conditions in Smolensk, the presidential Tupolev approached the airport Siewiernyj. He was thus in the Russian zone and that air service to its conflict should be informed of the change of weather conditions. This is confirmed by Lt. Col. Robert Kupracz, a spokesman for the Air Force.

- Information at the request of the crew provide area control of air, which at the moment there is an aircraft or airport controller Smolensk-Siewiernyj - he says.

Nowadays it is not known whether the Russian controller and how did it sounded Polish pilots transmitted messages. Perhaps this explains the record of the black boxes. The head of the committee to investigate the causes of the disaster George Miller, Minister of Internal Affairs and Administration, refused to "Government" to provide such information.

However, the Centre for Hydrometeorology and the Armed Forces, and Air Operations Center can provide such information to the Tu-154 with radio communications.

- There is a technical possibility, but did not practice - explains Lt. Col. Kupracz. And reserves: - weather conditions for landing did not specify Hydrometeorological Center of the Armed Forces, but the airport controller Siewiernyj Smolensk, which gives them the crew.

How to grant anonymous military pilot, this could be changed, but you have to introduce appropriate regulation. - In case of such flights or how to Smolensk CHSZ or COP have no ability to respond, to prohibit the landing and driving to other airports. Procedures must be, because nobody, not even the head of the COP, not the command releases an "lądujcie not." Reason? - Immediately lose position - he explains.

Data every three hours

In addition, meteorological data Hydrometeorology Center receives ongoing communication from all major airports in the list of ICAO. But as is clear from the information "Rom", data from the Smolensk-Siewiernyj airport are not available in the international network for the exchange of meteorological data. This means that the meteorological data are not transmitted every hour, but every three. There are also more limited, for example, does not send the warning information. In addition, the Smolensk-Siewiernyj airport does not have a meteorological station, which makes the measurements.

The controller sets so that the conditions prevailing at the airport were the Eye - on the runway visibility is determined according to the benchmarks, including poles, trees, waist.

- If the airport does not have such bases in the world, the site also should be our man, who przekazywałby latest information about the weather or the state of the airport runway - says one of the military pilots. - But that does not happen.

Why? - Always it comes to savings, and where to send that person to the place you would have to pay a diet after all - says our informant. - Besides, there is a perception that the pilots we always manage.

On descent to land, the pilot of the president's plane in his readback to Russian ATC's response to the pilot's request for landing weather (visibility) said "The Haze is Eight Kilometers -- Seven Four Four.

The Russian ATC's voice recorded response prior to the pilot's readback has not been provided. The Russians say there was confusion in the communication.

The Russians have not provided the Polish investigators with the actual voice recorders at this time. They are to have said they will provide transcripts.

This was the weather condition relayed to the pilot by the Russian ATC.

The barometric reading in the actual observation was 30.29 ins (769 mmHg), and the pilot's readback gave a reading of (29.29 ins) 744 mmHg. It is unknown QFE -- QNH.

One hour prior, the plane with the Polish press landed.

The Polish president's plane was delayed one hour from its orginal take-off time. No one in the press knows why...The only people who knew why were the crew and members on board the plane.

According to the Russians, a plane carrying the Polish secret service made two attempts to land 1/2 hr before the president's plane landed.

That information was not relayed with the haze and 8 kilometers visibility to the president's pilot.

Russian journalist Yulia Latynina indicated that a mobile radar system was brought in for the P.M. three days earlier.

Here are photos of a military vehicle and military antennas (two to the left of large antenna) at the radio beacon on approach 1.2 km from the runway.

Here is a photo taken by a Russian who states that these antennas are part of the ATC radar at Smolensk North and they are the type that are part of a mobile radar system.

Russian officials admitted that ATC notified the pilot at about the 1500 meter mark (verified by recorder) that it was off the glide slope which is shown in the military approach plate above and the graph below.

The aircraft at the 1200 marks was only about 8 meters above the ground.

According to the cockpit recorder, the GPWS, 30 secs prior to the 1200 mark, warned that the plane was flying too low (ATC never stated the plane was flying too low at that point) and the TAWS was either being blocked or was turned off..

I don’t believe it was an accident. Why not let the Poles hear the black boxes? Filthy Russians.

Thanks for staying on this story. I appreciate it.

“The Russians have not provided the Polish investigators with the actual voice recorders at this time. They are to have said they will provide transcripts.”

No, that’s not the least bit suspicious is it? What possible reason could there be to not return POLISH MILITARY HARDWARE to the Poles BESIDES a cover-up? Why should anyone trust a Russian Transcript of the Voice Recorder???

This is starting to stink like a dumpster behind a seafood restaurant, the soviets are back and the game has not changed.

I don’t believe it was an accident.

Do not believe it was accidental either. Yes, accidents happen; but we also know that a 'best case scenario' is where an evil Gov can hide it's malevolent intentions and literally wipe out another, by a scenario that all but defies their guilt.

The mind of Russia has not changed; only the 'ways and means'. Putin rules; he rules big and he is ruthless.

(McCain at least, recognized the truth of Putin.)

It seems that there maybe problems with some within Poland.

One weather observations showed visibility 2 miles and it was available at the time before the plane took-off.

According to this article, that was never conveyed to the pilot by some within the Polish government.

And the 1 hour delay seems odd.

I can see why the one Polish general in the army is suspicious of some in the polish prosectutor’s office.

It will be interesting to see what happens after the elections.

I would think you’re right regarding problems within Poland. Considering that this *accident* switched power over to Pres. Kaczynski’s opposition who are Pro-Russia makes it, IMHO, a high probability. I do, personally, feel that they worked WITH the Russians to take advantage of the situation — I’m guessing the fog was just a nice coincidence. If those are mobile radar trucks capable of interfering with the planes instrumentation, and/or the plane was sabotaged in some way (possibly while IN Russia for those *repairs*).

My heart goes out to the Polish people. If we had a different President that wasn’t afraid of actually putting pressure on some of these leaders besides bowing and poking (literally) I don’t think Russia would be too keen on pulling this stuff. All, JMHO.

Yes, tensions in the 'body politic'. Please keep us posted.

(Do not know why those on 'ground' or in control tower at airport would not know why this flight was delayed an hour. Beyond that; none of those on board 'twittering friends'? Something?)

No question, Obama influence far reaching; and not just to Russia. Meantime, we are stuck with ‘our’ problem that seems to be ‘rocking all boats’.
