I think maybe this is “true,” from the Jihadi perspective.
IF, the family was being held hostage (by the Bad Guys) in ordert to coerce Shahzam to do the bombing, wouldn’t the appropriate action (for us) be to rescue them?
As for Black Water, two words: Plausible Deniability.
