Homeland Security didn’t exist in 1999, did they? I thought it was a post 9-11 construct in part because of Clinton’s wall of separation between entities.

Correct, but the list existed, probably in the Treasury or State Department. Should have checked first. It was in the Customs Service, which was Treasury before it became part of Homeland Security.

How can one be on the watch list and still be allowed by BCIS, INS or whatever its called now, to become a US citizen? "Not my job" syndrome. The job of Immigration and Naturalization, the Natrualization part at least, is make more naturalized citizens. Keeping terrorists out is "somebody else's job"
