Sources tell CBS News that would-be Times Square bomber Faisal Shahzad appeared on a Department of Homeland Security travel lookout list - Traveler Enforcement Compliance System (TECS) - between 1999 and 2008 because he brought approximately $80,000 cash or cash instruments into the United States.
TECS is a major law enforcement computer system that allows its approximately 120,000 users from 20 federal agencies to share information. The database is designed to identify individuals suspected of or involved in violation of federal law.

Homeland Security didn’t exist in 1999, did they? I thought it was a post 9-11 construct in part because of Clinton’s wall of separation between entities.

Correct, but the list existed, probably in the Treasury or State Department.
Once again, we can hope that all future attackers remain as competent at what they do as the folks in DC.
The list probably mirrors Obama’s campaign donor list. That must have been the redundancy Napolitano was talking about the other day.
Should have checked first. It was in the Customs Service, which was Treasury before it became part of Homeland Security.
"Not my job" syndrome. The job of Immigration and Naturalization, the Natrualization part at least, is make more naturalized citizens. Keeping terrorists out is "somebody else's job"
