Read carefully. It says he was on a "lookout list" (not the "no-fly" list) from 1999 to 2008 -- we're in 2010 now. Reading between the lines, I have a feeling his removal from the list was related to his naturalization as a US citizen which occurred in April 2009, and was presumably approved at least a short time prior to that.
