England held to ransom: Tories could win the most seats but be at mercy of Scottish and Welsh MPs

Scottish and Welsh MPs will be able to hold England to ransom in a hung Parliament, experts are warning. As fears grew of a constitutional crisis in the event of an unclear election result, David Cameron said it would not be ‘democratic’ for the LibDems to prop up a failed Labour government. The Tory leader issued his first public challenge to the convention that allows Gordon Brown to remain Prime Minister even if he is beaten by the Tories in a hung Parliament.
