The ozone hole didn’t impact enough people. At most a few frogs in Australia got sunburned. The eco-wackos needed something bigger. Much bigger, so they came up with the CO2 scam.
DuPont and others made tons of money on the shift to new refrigerants so a new scam was needed

The ozone-hole scam was a test run to see if one obscure research paper and a hyperventilating complicit media could sway public opinion enough to pass draconian legislation on vast swaths of the economy, and it worked. It laid the groundwork and provided valuable lessons for future endeavors like “global climate change”.
