And here I thought that the California Legislature was supposed to set policy, leaving promulgation and implementation to our executive. Joe the plummer, using a modicum of common sense, can set policy without tutelage from a lobbyist.

When legislative bodies attempt to craft code that can't be undone by the executive, were all wasting our time. 6 weeks, every two years, sounds like a solution to stem the tide of legislative micromanagement.

My guess is that a low six figure salary, biennially, and a modest per diem would cool the jets of legislators and lobbyists alike.
