I suggest that Mike Rinosteele be sent to study vote creation and turnout at the feet of Fast Eddie Rendell. The man is an absolute genius at engineering elections.

99% turn-out? No problem, baby. Illegal aliens vote? No Problemo. Legal resident alien vote? Definitely no problemski. Church need a van to tour multiple voting precincts with your multiple voters? Talk to Fast Eddie. The dead are absent, are they not? Fast Eddie makes sure they have absentee ballots. Nasty old warehouse empty? Not any more. That's an apartment house filled with virtual voters. They go to the precincts AND have absentee ballots. Ditto, what looks like an empty lot to a Republican is actually a thriving, heavily populated neighborhood.

Fast Eddier could have made the movie "Avatar." Most of the voters in Philly and other PA urban centers already are!
