Non ferrous metals like copper are running somewhere south of 40 cents per pound. Scrap steel likely goes for well under half of that.

When you take into account the fact that this steel is full of concrete I doubt you could get more than a couple of dollars out of it. (If a scapyard would pay anything at all)

Any thief that stole it for scrap reasons at this point in time must have gone “FULL LIBERAL”

I’m getting close to $2 for no. 2 copper. Steel and scrap aluminum bars are closer to your numbers. AC cores are where the good money is. Hence and the thefts.
