Depending on how rad-hardened the components are, I’m guessing it has a suffered a few DBEs. Some encoders/decoders in the transmit chain are hosed.

Is it really a wise idea to broadcast our presence to the universe? I mean, do you really think those able to receive the message would visit us for non-selfish reason?
