I was an Army grunt in Desert Storm. We had the same orders. In fact, at one point, we were told not to have loaded magazines in the weapon at all, just in our pouches. I think you vastly underestimate the ability of high-level officers and politicians to treat our military like retarded children.

Agreed. If this is true I think it has more to do with the Army trying to prevent its favorite hobgoblin Negligent Discharges rather than some PC conspiracy
