Not only does a treaty require a two-thirds senate majority vote but treaties that contradict the U.S. constitution can be voided. Congress always has the power to modify or repeal treaties by subsequent legislative action. Besides, this deal is in the 'talking stages' and will likely come to nothing as the U.S. is demanding a 'consensus' agreement that could give any one nation veto power. Still, it is yet another indication of the dictatorial road the Obama administration is on.

November 2nd can't come soon enough!

Hate to ruin your day, but once a treaty is signed, whether it is valid or not has little to do with whether it is likely to be enforced.
