Foreign workers have to have a SSN before they can be paid by the CIA?

If you’re not foreign then why would the CIA have to give you a SSN from a state you’ve never lived or worked in, in order to pay you?

The claim that the CIA had to make up a fake SSN for Obama so they could pay him as a CIA worker makes no sense if Obama was a US citizen at the time. Why not just use his real SSN to pay him?

Not true. Non residents who live here to work or go to school get SSN so they can file taxes while they are here for however long. My friend isn’t a citizen but has lived here in America on renewable visa for five years. She has a SSN.

That isn’t true. When I was in the Navy stationed overseas, there was a Spanish national working in the same office with me, who was a U.S. Federal employee and said she possessed a SSN number and paid SSN taxes.
