Here's the problem when you decide to treat the enemy. In Helmand in April, Afghan security raided a hospital in Lashkar Gah, run by an Italian NGO called Emergency. Nine staff were arrested after weapons and suicide bomb vests were found in the hospital compound.
Under the guise of getting medical care, the enemy is staging fighters and weapons in hospital compounds.
Once you consort with the enemy, where do you draw the line? Because now medical trainers are infiltrated with the enemy and need the enemy for their own protection.
The enemy has no respect for medical care, all "neutral" parties provide cover by their presence.
