Not enough, the soaked hay should be burned so it doesn't float or suspend under the surface. Fish will be affected and storms will keep bring it to shores everywhere for a very long time.

I didn’t think it would get it all, but it does look pretty effective.

They were talking about scooping it up and burning it.
