It looks like they have the range to hit anything west of a line that runs from Minneapolis to Phoenix. These long-range missiles, fortunately, have had a very high failure rate (100%). Unfortunately, their medium-range missiles would be able to hit Alaska and Hawaii without too much trouble and are much more reliable.
There are strong reports that the North Koreans have been modifying several of their old Romeo-class submarines to carry the Musudan IRBM, a sub-launched ballistic missile based off the Soviet R-27 which was carried on Golf and Yankee-class ballistic missile submarines. If so, then the North Koreans potentially have the ability to hit targets anywhere in the Continental US. If they sortie all 22 of their subs, then we would have a hard time achieving the 100% kill rate needed in order to ensure that the one or two modified missile carriers don't leak through.
A higher kill rate than that is the scores of Scuds and Nodongs (intermediates) directly aimed right now at thousands of US troops and American civilians here in Japan, from Misawa (AB) in the north to Sasebo (Naval Base) in the south and further south to Okinawa. The names of young Americans, dead, would pour in one after another after another to every little town and village across the USA from whence they hail. It would make September 11, 2001 look like a picnic in the country. I hope Americans never forget all these other Americans that can indeed be hit with some level of accuracy, even if Norkies cannot hit continental USA that easily.
