A Texas Medicaid spokeswoman criticized the commission's study, saying it ignored higher state administrative costs and federally boosted fees for primary-care doctors that will either lapse or go on the state's tab after 2014.

"If we use their model and leave out things like the administrative costs and the provider rate increase, then we come up with a similar cost to the state," said Stephanie Goodman of the Texas Health and Human Services Commission, which runs Medicaid. "We just think they erred in leaving those very real costs out."

It’s all about behavior modification of the Hispanic vote blocks in Texas.

This was not a “study”, it is a political , ideological, and fascist propaganda campaign to agitate the Spanish language media in Texas.
