He has a British company (in reality the remnants of AMOCO) He has a seeming disaster, he has a murderous press, He has financial ruin crashing about his head, he has a hated outcome where the company profits mightily in the long run from the national pain and suffering.
He can garner lots of support and slobbering press worship and money for passing around for ever by nationalizing the well. Not the oil industry, just the well.
Just think of the justification. It is after all just a lease of public property. The oil belongs to the people, The public trust was abused by BP and on and on and on.
To me, the probability for such actions seem great once the situation stabilizes and there is no downside for him. There is less risk than the takeover of GM and Chrysler
It is free money. He will take it. The temptation is just too great
