This is all about raising average grades so that the school overall gets favored status. More awards and therefore more money. It has nothing to do with actual learning.

Cui bono? = Who benefits?

1. Follow the money. Highly rated school systems keep a positive cash flow. Teachers with no academic black marks keep their jobs.
2. Staying PC. If a student is told he/she made an error there might be hurt feelings. Hurt felings lead to job loss these days. See rule #1.
