A distinctive feature of the Russian power vertical is that leaders do not bother determining what government officials have already said on a particular subject before preparing their own remarks. At a meeting on security agency budgets on May 24, President Dmitry Medvedev set the goal of modernizing at least 30 percent of Russia’s weaponry by 2015. The president was apparently unaware of the previous arms program, announced by then-Defense Minister Sergei Ivanov three years ago. In 2007, Ivanov told State Duma deputies that the program would rearm 45 percent of the military by 2015. It failed miserably.
In addition, officials often do not feel obliged to fulfill the orders of their bosses — even those issued by Prime Minister Vladimir Putin. In a February meeting on the new armament program, Putin ordered that 70 percent of the country’s armed forces be modernized by 2020. But at a recent Duma hearing, acting army chief Lieutenant General Oleg Frolov contradicted Putin. Frolov said the 13 trillion rubles ($418.4 billion) for rearmament to be allocated over the next 10 years was only sufficient for modernizing Russia’s strategic nuclear forces, air defense forces and aviation. He said 36 trillion rubles ($1.2 trillion) would be needed to carry out all of the tasks put before the armed forces.
Thus, the new armaments program is doomed to fail, just like the four previous plans. All of these programs go through the same life cycle:
Stage 1: New goals are ceremoniously proclaimed stating exactly what percent of the military will be rearmed over the next 10 years.
Stage 2: The government allocates trillions of rubles with lofty promises about modernizing the armed forces with new technology and weapons programs.

I’ve read of similar proposals to substantially increase the ratio volunteer-to-conscripts in the Russian military the last few years. It’s my understanding those proposals haven’t fared very well, either.
Everything about their society is literally falling apart.
Those that think Russia’s decline is a good thing are mistaken.. Russia is a lost cousin if you will. An Orthodox, largely well-educated hardworking and decent people.
The Russians prevented the continued bloodbath by Muslim Forces trained by US Special Forces as ordered by President Clintoon.. The Russians suffered the butchery of their children by Muslims on 91 at the school in Beslan.
A day if we have any honor we should be holding memorials as well for their children murdered by the mudslime.
Who among you thinks Putin has not done a better job representing his people and national interests than the clowns we have in power representing ours?
If we found a way to work together productively the world would change in both our favors overnight. If we do not..we will both be overwhelemed in the future and in time the West will fall.

The author is either a fool, extremely brave, or Putin is about to purge the military and procurement staff.
When Stalin purged the Red Army it paid a extremely high price. If Putin is ready to purge the Russian Army, history will repeat itself.

In fact AK-47 is a vintage weapon by now doesn’t fit for modern warfare. It is only living in hands of Iraqis, Asian and African tribesmen as a Chinese counterfeit copies.

Present time situation, not a lot regarding concept. Operationally, pension standard of living much lower in Russia, quality level of medical care much lower in Russia, public schools not great, but wacko PC Utopian curricula is absent, so students do learn language, math, and (somewhat inaccurate) history, but they do learn.
The "soviet model" is falling away and being replaced by the "Russian model", it will take time, but economic communism is going away in Russia. Tyranny is still strong.
