Right off the bat, I’m confused. Is it one, or is it nine?

When Muslims reach 10% of the population, they will increase lawlessness as a means of complaint about their conditions ( Paris —car-burnings). Any non-Muslim action that offends Islam will result in uprisings and threats ( Amsterdam - Mohammed cartoons).

It is good to remember that in many, many countries, such as France, the Muslim populations are centered around ghettos based on their ethnicity. Muslims do not integrate into the community at large. Therefore, they exercise more power than their national average would indicate.
I think the author meant a Muslim can marry a 1-year old but not consummate the marriage until the girl reaches her 9th birthday.
Mohammed married a six year old girl but waited until she was nine to consummate the marriage when she was nine. I guess he was just a nice, patient guy.

At age nine she is still a child. The child can be married at age one and the marriage consummated before age nine. That is what it says, nothing confusing though other information could have been provided.
